If it's something that is good for the dog, then try covering it in peanut butter or cream cheese. But if the toy won't improve your dog's overall health, get rid of it. Forcing a toy on your dog is like forcing you to have an arranged marriage (unless you believe in arranged marriages, in which case I didn't mean to offend).

Some toys, such as bones, improve your dog's oral health. Dog's can't brush their teeth, but chewing on bones help to clean their teeth which reduces the chance of a gum infection.

One idea is to put the toy in the dog food. Watch it try and figure out how to eat and keep its sanity at the sametime. Laugh.

On the more serious note why not play with the toy yourself in the presence of your dog and when it becomes jealous it will try to be friends with the toy. Im not a dog expert but thats what i can think of at the moment...

The first thing to remember is never to force them on him.

What you need to do is have a few available in his environment to explore. The idea is that he will be able to inspect as much as he wants or needs to and play around with the toy. It should get him a lot more comfortable.

Put it all around him until he gets unafraid. Just kiddin. If hes afraid just play with him and give away the toys. The dog lives only once and it doesn't want to be scared all life with squeaky toys and such. ATTACK OF THE SQUEAKY TOYS AND BOUNCY BALLS

Bird toys are definately expensive. I have a sun conure, love bird, and a keet, and i spend a fortune- particularly on my sun conure! I'm glad you are concerned with keeping your bird stimulated, far too many people leave bird toys in the cage for years with budgies and never consider changing them. You can often find bird toy for budgies in the $4-6 range. But here are a few ideas from me:
Colored popsicle sticks (bought for crafts not used ones!!! are fun to tear up. If you can find a way to punch a hole in the middle or tie them together with a natural rope- which you should buy new. Also, birdslike to forage- this means they love to work for their food. Simply buy hanging up fruits or veggies instead of putting them in the bowl can be fun. Just remember, don't leave fruits or veggies in for more than an hour or 2.
Also, how about a healthy treat? Biridie bread is a fun way to introduce your bird to knew veggies Here's one easy recipe:

BIRDIE CAKE
Ingredients:
-One box/packet of commercial plain cake or or muffin mix... cornbread mixes work too (no chocolate!!!)
-2 eggs with shells
-approx 1/2 cup fresh or frozen fruits/veggies of your choice EX: peppers, apples, bananas, berries, shredded carrots, nuts (NO AVOCADOS)
-aprox 1/2 cup cottage cheese

Directions:
Mix all ingredients in a bowl (with eggs, allow shells to be crushed into the mix). Pour into loaf pans of muffin tins. Bake as instructated. Store half in fridge, hallf in freezer. You can give your bird a small chunk each day, just removie the bread after a few hours if uneaten

Depending on what you want some websites also buy cases that are sold out from going out of business stores. They make x amount of toys and only sell so many so the rest are offloaded to like Big Lots or warehoused for a particular amount of time sometimes forgotten about. Sometimes like my uncle buys cases and cases always meaning to do something than having to sell them when he died, someone was very lucky. I know I got a few that were forgotten relics super cheap
