Try a Magic Eraser. I got one and it truly IS magic. I use it on everything now. It gets coffee and tea stains off the insides of mugs effortlessly too.

It’s soap scum. You should be able to take it off by bathing it in vinegar water and using a nylon net scrubby.
It won’t hurt her.

Soak them in white vinegar. It does a great job of cleaning soap scum.

It probably is just soap scum.
What I’ve always done with my kids bath toys (especially the hollow ones that water collects inside of) is to bleach treat them for a few hours ( throw ‘em in the sink, fill it up with as much hot water a needed to cover all toys, pour in about two-thirds of a cup of bleach). Then, rinse them, soak them for an hour in plain water, rinse them out again, scrub them well with plain dish soap and water, rinse one more time, and air dry.
The whole process seems to kill the mold that can build up in the toys, and it also makes them look clean!

vinegar.
It is probably a combination of soapscum and minerals from the water.

A vinegar wash should work. While you’re at it you might want to scrub the bathtub and get it sparkly clean again too. If that doesn’t help, try sticking them in the top rack of the dishwasher. That’s what I do.
